In my opinion, children above 10 and 12 can make decisions on their own. It depends on how parents treat and raise them, of course. I can't say that in my childhood, when I was 6, I could easily make decisions. Because my parents faced some problems, I wasn't unfamiliar with them and could find solutions. So, starting at 6, I could make decisions on my own.
