I nearly implemented a law in my university; it was HEMIS. It happened about two years ago. At the time, I was a first-year student at the university, and suddenly we were informed by our teacher about that credit-based curriculum. Then we thought about what would happen because it was completely new, not only for students but also for teachers. That's why we had to learn deeply, paying attention to every single concept. When it comes to the cause, the reason our university decided to apply that system to our curriculum was quite straightforward. If we look at developed countries, we can see they have already started to use that system and have begun to reap the benefits. That's why, without any hesitation, my university also decided to adopt that choice. It was beneficial not only for students but also for teachers. Regarding the benefits for students, that system forced all students to try harder and work on themselves throughout the year. Instead of just giving grades based on the final exam, it evaluates your grades according to your extracurricular activities and group projects. As for the benefits for the teachers, they don't have to think about how to teach students because students start to try harder compared to past years. The main reason for this is extracurricular freedom.
