I think it depends on the situation. If someone is on a phone call in public, it's generally considered polite to speak in a quiet voice and tone. However, some people talk very loudly and rudely, which can be disruptive and uncomfortable for those around them. In these cases, people might feel annoyed or even embarrassed for the person on the phone.
