I believe that making it a rule that all high school students should learn new languages and making it mandatory is a very fascinating thing. For instance, learning a new language opens a lot of doors for you. Especially learning English, because it's a worldwide language and you're going to use it when you graduate. If you want to go and study abroad for a PhD, master's degree, or even undergraduate degrees, you're going to need English in a lot of countries if you don't know the native language of that country.
