Well, I believe cities get balance, economic growth and cultural heritage by planning developments more carefully. Instead of destroying old buildings to build new ones, government can restore and reuse historic places for modern purposes such as hotels, museums or offices. This not only protects cultural identity but also creates jobs and attracts tourists. Moreover, local authorities should involve communities when making such development decisions because residents understand the cultural value of their city. If development is controlled and sustainable, cities can grow economically without losing their tradition and history. In my opinion, economic growth should support cultural heritage, not replace it.
