This is a really interesting question. My take on this is governments can encourage locals to participate in creative arts. However, governments are only limited to creating policies or even create compelling people to create banners or even advertisements to complete to encourage participation. However, I do believe that the involvement solely depends on the locals themselves and their interest in creative arts.
