Well, it seems to me that it depends on the place. In the countryside, it is one of the easiest things to reduce traffic congestion and also traffic jams because there is less transport and fewer vehicles than in the city. In cities, there are plenty of unnecessary trips that are just going through and taking place without any useful purpose. From my perspective, the most effective strategy for reducing traffic congestion is implementing a tax on public transport. This tax must be very high, and when passengers and drivers see the tax, they will likely limit their use of public transport. From my point of view, the work must be online because if work is online, there won't be as many people going to work at 7 o'clock and at other peak times as well. This could help alleviate congestion significantly.
