Well, to me, generally speaking, it is acceptable because there may be people who are in urgent situations and need to take calls while on the go. However, there are some exceptions to this rule. The exceptions include public places that are expected to be quiet, such as cafes, libraries, and stores, where people try to do their own work in silence and need to focus. In these places, I think using a phone and talking on the phone should be banned to maintain a quiet environment.
