Well, it depends on the situation really. If you are in a quiet place like a library or on public transport, it's definitely a bit rude. People around you might be trying to focus or relax, but if it's not a busy area like a café or on the street, I think it's more acceptable because there's already a lot of noise. Personally, I always try to be aware of the people around me and keep it short if necessary.
