To what extent do you believe that personal responsibility is more important than government intervention in addressing social problems?

In my opinion, humans should understand their responsibility by themselves. And when government tries to impact on a human, it will not help humans to understand his responsibility. And… Human really should overthink his responsibility if he really needed.
