what kind of rules do people need to follow in public place

I think that people should follow in public in being quiet and don’t disturb others. For instance, in libraries, don’t speak louder on mobile phones. And people should respect other’s personal space. If they are standing in RQ, they are not standing in RQ. They are too much close.
