I think that it depends on the criteria or their benefits. For example, if the inventory is made in the last seven years, definitely the government should support the funding, the inventions and it will be benefited by the common people and also the rich elite.

Definitely government has some responsibility to give support inventors and if government support and sponsor to inventors and inventors will some work or something do for our people. And that would be convenient for our society and our society will be benefited from inventors innovation.
I think both are will be sponsored. It depends on the area of research significance on the common people. For example, in case of life saving drugs government should be one to one support and sponsored. So even common people can benefit from the research and not just the rich elite.
