To begin with, stages that occur above the soil, water transpirate into the air and evaporate due to tempreture, high above where the clouds are formed and then water returns as rain droplets in the precipitation process,these stages frequency are significantly decrease in cities.
Regarding the stages after rain water reached the soil, the storm water infiltrate through the top layeers of the soil, and then stored as ground water. The rural areas have higher infiltration rates that help them maintain large quantities of water table. In contrast, the urban areas soil contain a lot of permeable rocks that prevents water to go deep in the ground, and most of the storm flaws as run off.
