Firstly, the main difference is the materials that are covering the upper layer of the underground tunnels. In the first city, it is sand and water, since the tunnels were build underwater. And for the second one, it is stone and clay. Moreover, there is a movement of other cars aboveground.

Secondly, the numbers on the pictures are showing that there os a difference in cost expenses. The cost of the second underground route was approximately two times more expensive that the expenses for the first one.

Lastly, the system in the second photo is broader and deeper than in the first map. And also it is newer, considering the fact that the second tunnels were build during 2002-2006, meanwhile the first one was constructed during 1986-1998.
