Overall, it can be concluded that the general trend leans to the more positive side, with all countries having upward tendencies from the year 2003. However, it is noticable that Austria is the only one showing large amount of fluctuations, giving a big contrast from the other three countries who are experiencing more stable movements.
The first three nations appear to have a more sturdy shift. Germany, who seem to invest the most money for books compared to the others, had a small rise from 80 to 90 million US dollars from the year 1995 to 1999, and experiencing a small drop to around under the latest investments in 2003, nonetheless, Germany still ended up undergoing growth by the end of the decade. In the other hand, France and Italy had a more similar swing along the years, with Italy facing a small decrease of budget in the year 1999, from somewhere below 60 to slightly under 50 million US dollars, while France faced no decline within the time span.
