On the one hand, those who support the viewpoint of the application of acute penalizing for offenders argue that this will decrease accidents for two key reasons. Firstly, there are various penalties that are applied for offensive drivers from giving fines to taking their driving licenses and prison sentences. By applying those punishments, drivers will be forced to obey traffic rules therefore it will reduce the risks of traffic incidents. For example, in developing countries like Indonesia, most citizens wear helmets when driving motorcycles because they are afraid of traffic police instead of being concerned for their safety. Another argument is the application of these punishments benefits governments because the income from the fine penalty increases non-tax state income.
Conversely, opponents believe that other measures will be more effective in reducing the risks of traffic incidents. Several ways can be taken by governments to overcome these issues such as improving the road infrastructure, traffic camera installment, enhancing traffic signs, and campaigning for driving safety. For instance, the number of driving accidents happens because of damaged roads so if official authorities can spend a part of their resources on improving national or provincial roads, the risks of incidents will be dropped. Furthermore, campaigns for the importance of safety to residents are essential to increase population awareness. These can be tackled in schools or driving courses so that when they are ready to drive they have known the traffic signs.
