I think for the practice of the Kula prize, the criteria that every competition should have is respect for the top of that competition. For example, in a sports competition, the athlete who comes in first should be the winner. Or in an academic review, the students who achieve the top score or top ranking should be the winners of each competition. So, for this reason, I believe that the criteria should include the top ranking or top score of that competition.
