It's an interesting question. In my opinion, the form of rules is important, but it doesn't mean everything. What's more important is how people behave, regardless of their appearance. For example, some teachers focus too much on uniforms and yell at students who don't wear them, which can actually discourage them from learning. On the other hand, clothing doesn't improve a student's ability to learn, so it's not a good idea to make it a strict rule. Having rules at school is important for maintaining order and creating a safe environment for everyone. It's definitely important to have rules, especially for younger students.
