Well, there are plenty of reasons why some people don't want to express their opinions. Firstly, it is important to consider people who live in a dictatorship. Indeed, people, for example, in Russia or North Korea, fear expressing their opinions because they are sure that if their views are against the regime, they will face many consequences. Instead, if I consider people who don't want to give their opinions in a civil state, like a European country, I would say that many times they don't want to express an opinion because they don't have one or because they know that their opinion isn't positive or has some issues. I mean, maybe it is viewed by the rest of the population as wrong. For example, people who discriminate against others generally don't say it openly because they know that they are doing something wrong.
