Overall, crime arrests among underage in the suburban areas showed higher rate. In contrast, in cities people under 18 significantly lower than other areas.

In 1995, teenegers in rural area showed highest rate with 3%, while suburban area was only 2% at the beginning of the period. After one year commission rate of suburban area fluctuated between 1995 to 1997 and showed the highest indicator in 1998.

Crime rates in two areas such as urban and rural area were stability than suburban areas. After 1996, two areas declined constantly but showed two different indicators. The rural areas were just below 4% and dropped to approximately -2%. Furthermore urban areas showed 2% in 1996 and decreased dramatic with -5% at the begging of the period, being the lowest indicator.
