Overall, at the beginning of the year education contribuited the most to the government expendeture, while the others were the smallest segment. In comparison, at the ending of the year, the function stayed same. Education made up the biggest part of the chart in 2015, while the culture and leisure, transport and the others made the lowest contribution, respectively.
Interest in borrowing accounted for 5% of local government in 2010, and experienced more than twofold increase to one-tenth in 2015. Welfare expendeture was 8% in 2010, and had a slight growth for 13% in 2015.
The healthcare which comprised almost a quarter of government expenditure in 2010 fell steadily to 20% over the 5 year period. Furthermore, the defence which reached the 17%, dropped suddenly to 14% in 2010. In contrast, contribition from pensions remained constant in both years at 19%
