In terms of the obstacle and capacity, the top picture is an old tunnel construted that elevated in 1.5 meters below the river. Meanwhile, the new one is elevated in 2.5 meters below the busy roads. Furthermore, the recently tunnel has been built wider which have 6 lines, 2 line more then a previous one compared to new tunnel which have just 4 lines in both directions.
In terms of budgeting, new tunnel cost $ 1.1 billions which double the older one about $550 millions, meanwhile, the constucting takes one a third time shorter.
In conclusion, although new tunnel cost more money than the older one, but the advantages in terms of the capacity and time to construct. Meanwhile older tunnel have less budget to spent but requires more time.
