Overall, the percentage of attendance per top-level football match in three European countries, Although England experienced the highest overall figure by the end of the period, while Italy, despite starting from by far highest proportion, saw the most dramatic decrease.
Looking first at Germany and England, Germany had 25,000 of average number of people attending top-level football matches in 1980, at the same level with England, at 25,000. The figure for Germany initially declined to approximately 17,000, then it raised to around 26,000 in 1998, which was followed by reaching one of the highest ones about 32,000 at the end of the period. Similarly, England decreased to around 21,000 in 1986 which led to the increase to 25,000 in 1998 and it finished its period at about 34,000 people.
Turning to the Italy, at the start of the period Italy had the highest percentage of people attending top-level football matches 35,000, then it raised approximately to 37,000, which was followed by fall to the 30,000 in 1992 and it was silently decreasing until it end its period at 25,000 individuals in 2004.
