Italy, which constituted 11.8% in 1994 and saw a slight decline to 8.4%, maintained a third-place ranking. Canada despite a negligible fall from 10.6% to 7.7% remained in fourth position throughout.
The UK, which claimed fifth spot at 9.5%, swapped places with the USA, which fell slightly from 7.2% to 5.4%. Australia, which accounted for 5% in 1994 ranking eighth, had the same position and percentage of unemployment with the USA in 2004. Germany, which comprised 7% in 1994 leaped from seventh place to second at 9.4%. Japan, which claimed the bottom spot in 1994, increased from 2.7% to 4.7% and surged to sixth place.
