Firstly, when someone who is murderer or serial killer should keep away from the society. Because they are dangerous for the community. In addition, in the prison governments have more control of them and can educate them and change their behaviours.
On the other hand, a large number of people think offenders and criminals should categorise by the level of their crimes and by consider of their crimes most of them can have the rights of living and have freedom. For instance, governments can use new technologies such as GPS and sensor to control criminals and have realtime information about their behaviour. Additinally, another beneficial alternative can be use of offenders and criminals in the community services. For example, they can help NGOs to built schools and public facilities, In this situation they have this opportinity to learn new skills and they can have freedom and human rights at the same time.
In conclusion, it is inevitable that incarceration and prisonment for some kinds of crimes that are high detrimental consequences for the society is the best way. But, for the numerous crimes, governments can enforce offenders take part in community services and other activities that are more useful and beneficial for the society.
