Many argue that new railway lines invested in by governments should alleviate traffic jams, whereas other people claim that improving existing public transport systems are more crucial. I believe that constructing new railway lines will decrease rush hour.
Building new railway lines should significantly reduce traffic congestion, and people to travel easily and more quickly. For example, in the USA, almost all people use subway stations to go everywhere they want; this leads to remarkably decreased traffic jams in the country during rush hour. Moreover, the government ensures metro station access to rural areas located within the city but far from the city center; because of this, the number of people living in those rural areas should opt to use them for leaving that area.
On the other hand, it is clear that improving existing public transport systems is more important than making new ones. However, government only may be cheaper than making new railway lines. For example: a few years ago, there were smaller metro maps, and many stations did not exist in Azerbaijan. Due to this reason, the government made new rules about transport; as a result, it now has 26 stations and reduced traffic jams during working hours.
In conclusion, expanding existing transport systems may reduce traffic congestion, but in the long term, this will not have an extremely positive effect on people.
