There are multiple factors that form a culture and contribute to it. The first thing I would like to discuss is when people share the same interests and goals. When this happens, people build a community, and as communities grow, they expand. Eventually, all the people who share the same values and vision will form one culture that represents them. Another factor is the historical events that have occurred in the past. For example, when nations had to unite to face certain challenges, different cultures merged into one, eventually reforming into something that represents both nations. Lastly, the different values and beliefs that each person has can affect the culture itself when someone introduces them. It can also become a part of their culture if the rest of the people embrace it. If the rest of the people build a belief in it, it can further influence the culture.
