I might sound old-fashioned, but I think that higher education is not for everyone. First of all, there are many people who are not dedicated to studying. They dislike it; they are not suited for this kind of activity. You can even observe this during their school years. That's why, in my opinion, higher education is for people who are eager for knowledge, who are committed to studying, and who have many aspirations regarding their future careers. That's why it's not for everyone. I agree that the best way to evaluate the likelihood of a successful educational process for a student is through exams. You need to pass an exam to enroll in university. It is the best method. Of course, you can pay for your education, but exams are available to everyone, even if you are going to study for money. That's my answer.
