For the first question, of course, all students don't have to take a science course in high school. High school is the most important part of your life, which shapes the decisions you make. Some people can take science courses or other courses, but it doesn't mean that all students have to take science courses in high school. For the second question, I think it should be the government's responsibility because the government collects a lot of taxes from the people and often uses it inefficiently. If they were responsible for developing new medications, it would be more useful, and they could take the issues more seriously. That's my opinion right there.
