Well, a lot of commuters are employees. So during the rush hours, maybe they cannot get to their workplace on time. That costs them some penalties from their bosses or managers. Additionally, they may not even be able to board the buses or trains. They might have to wait for more reliable schedules. So I think if an employee needs to get to work in a hurry, then he should probably call a taxi, use the taxi service, or maybe drive his own private car to get there.
