I think this is such a tough question for me when it comes to motivation. It requires both internal and external factors. One of the most effective strategies, I think, must be education and raising awareness. Not only do adults need to fully understand the rules and laws in order not to disobey them, but children need to be taught about the rationale behind these rules. They need to understand why they have to obey these rules and what our society would become if there were no rules in the world. If they clearly understand these things, they would be aware of abiding by the rules and laws.
