I think this is such a tough question for me. When it comes to motivation, it requires both internal and external factors. One of the most effective strategies, I think, must be education and raising awareness. Not only do adults need to fully understand the rules and laws in order not to disobey them, but children also need to be taught the rationale behind these rules and the reasons why they have to obey them, and what our society would become if there were no rules in this world. I think if they clearly understand these things, they would be aware of abiding by the rules and laws.
