Nowadays, most people do not want to follow the rules and regulations in their lives. It's natural for people to ignore the law. But the state is responsible for making them follow the rules. If governments implement strict measures to enforce compliance, it will have negative effects. Instead, governments should adopt motivational measures to encourage citizens to follow the rules. For instance, the government should reward people who abide by the regulations. For example, recognizing a 'Man of the Year' or something similar. In my opinion, today's regulations are much more complicated.
