I think it’s because they’re usually under a lot of stress that comes from their personal or professional lives. What I mean is they might be in managerial positions at work and their decision might affect a lot of people. So they have to second guess it and also take the opinion of others around them. Additionally, it can be for other reasons such as reasons related to their childhood. This means that if they had a rough childhood, maybe they were abused emotionally or physically, they can be hesitant about their decisions because of the trauma they lived when they were children.
