There are a few reasons why some people don't seem to care about their behavior in public places. One reason may be a lack of awareness or consideration for others. They might not realize that their actions, like talking loudly or making a mess, are disturbing the people around them. In some cases, people may feel that public space belongs to everyone, so they believe they can act however they like. Another reason could be cultural differences, as what is acceptable behavior in one place might not be in another. Finally, some people might be so focused on their own needs in a hurry that they simply forget to be mindful of their surroundings.
