Are there any places where you would not use a mobile phone?

In places like the Petra Field or Sacred Heritage, I saw that they also banned mobile phones for particular reasons. In sacred areas, they prohibited using mobile phones for recording videos or capturing photos in any form. In the Petra Field, they banned phone use, but I don't know the reason why.
