Is it acceptable to talk on a phone in a public

I think yes it is acceptable talking on a phone in public because it depends on the places. In busy places like streets or in busy places we can talk loud but in the quieter places such as restaurants, libraries, theatres and hospitals we should not talk on a phone we should not talk softly.
