In 2000, education received the largest proportion of GDP, at 5%, while both health and roads and railways accounted for approximately 4%. Spending on health then rose sharply to around 5.5% in 2005. It continued to increase gradually thereafter, reaching approximately 6.8% in 2025. As a result, health became the largest area of government expenditure towards the end of the period.
By comparison, spending on education decreased steadily from 5% in 2000 to about 4% in 2010, before continuing to fall gradually to approximately 3.4% in 2025. Expenditure on roads and railways initially increased from 4% to around 4.5% between 2000 and 2005. However, it subsequently dropped sharply to about 3% in 2010, recovered to approximately 3.5% by 2020, and then fell again to around 3% in 2025.
