The image is a comparison of the current and planned future development of the Norbiton industrial area. The top map shows the current layout with a river to the north, farmland to the east, and a town to the south with dashed lines marking their boundaries. A factory is located to the southwest with a shaded rectangle representing a housing area and various straight and curved lines indicating roads. The compass rose points north. The bottom map depicts the planned future development with the same river, farmland, and town placement. However, it includes a playground to the east, a circular road with branches leading to various buildings, including what appears to be a housing area represented by shaded rectangles. The roads are more interconnected and there are additional smaller roads or paths.
Given the complexity of the image, the above description may not be entirely accurate.

The two maps show the main features that will be updated in the actual industrial area of Norbiton.
In general, this area of Norbiton will replace all the factories with the construction of new housing and facilities for the future habitants.
On the South of the area, where it seems to be the main road, a new roundabout will be build, next to which will be placed a medical center on the East and shops on the West side of it. The other roundabout that exists today will have more exits, to the Northwest and another one to the North. This last one will have a road and a bridge that will cross the river to the farmland where more housing will be build. The preexisting exit to the right side of the area will have the playground and on the end of the street the school.
Overall, the project seems that a whole new neighbourhood will be build in Norbiton.
