By studying the chart, we can state that Education has always had the highest investment in all three years. Though the expenses on K-12 Education have witnessed a slight downfall trend in their investment from 25% in 1980 to 18% in 2000 higher education still accounted for the largest investment share with 45% in 1990 and 40% in 2000, irrespective of certain fluctuations.
Expenditure on the Health and human resources sector rose to 20% in 1990, only to get a dip in the subsequent year to 10%. On the other hand, transportation has witnessed some surge in its proportion, from a mere 6% in 1990 to an impressive 22% share, making it the sector with the second-highest investment in 2000. Similarly, environmental activities have also seen an upward trend in their percentage with each fleeting year 4% in 1980 to 5% in 1990 and 9% in 2000.
Overall, higher education constituted the largest portion of government expenditure with an increasing need for transportation. However, there was a significant drop in K-12 Education and the Health and human resources sector.
