Dear Lucy,

I hope you’re doing well.

I recently received your letter about the noise issue the other day, and I’m writing this letter to convey my sincere apologies for the inconvenience caused by it.

I owe you an explanation, It was actually my birthday and I had a surprise visit by my friends it was not something I hadn’t anticipated at that hour.

Initially, I was under the presumption that it would just be a small cake-cutting party, however, I was taken aback when my parents gave me a visit that night too. Thus the party went a little longer than I expected.

I wholeheartedly apologize for the noise and the inconvenience caused by it. I would make sure that this was just a one-off episode and I assure you that I would give prior notice about any planned event, as well as keep the noise levels low in case of any unplanned events.
