Band 8+: Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge. Do you agree or disagree?

Access to clean water is undeniably a fundamental human right. The question of whether every household should receive water free of charge is more complex, however, as it involves balancing humanitarian needs with economic realities. In my view, while governments must guarantee universal access to clean water, providing it entirely free of charge to all households may not be the most sustainable approach.

On the one hand, water is essential for survival, and no individual should be deprived of it due to financial constraints. Free provision of clean water ensures social equality, particularly for vulnerable groups such as the poor, elderly, and rural communities. For example, in many developing countries, families spend a significant portion of their income on bottled or treated water, which deepens cycles of poverty. By offering water at no cost, governments could safeguard public health, reduce mortality from waterborne diseases, and promote human dignity.

On the other hand, supplying water involves significant infrastructure, treatment, and distribution costs. If water were entirely free, governments might struggle to maintain quality standards and modernize systems, potentially leading to scarcity or inefficiency. Moreover, when people do not pay even a minimal fee, there is a tendency to overuse and waste water, which is already a limited natural resource. Countries like Singapore, for instance, charge nominal rates for water usage, ensuring both accessibility and accountability while funding long-term sustainability projects.

Therefore, a balanced model seems most effective. Governments should provide every household with a certain quota of free, safe water sufficient for basic needs such as drinking, cooking, and sanitation. Any additional consumption beyond this threshold could be charged at a subsidized rate. This system would guarantee fairness, protect the poor, and encourage responsible usage while also covering the financial burden of water infrastructure.

In conclusion, while I strongly agree that access to clean water must be treated as a basic human right, offering it entirely free to all is neither practical nor sustainable. A mixed approach, combining free essential supply with regulated charges for excessive use, is the most equitable and sustainable solution.
