The provision of safe drinking water at no cost as a fundamental human right justifies the need for household water supply. I am of the opinion that all households ought to granted reliable access to potable water without financial burden.
A good reason to access to water resources is that water is essential source demanded for maintaining life. As opposed to other utilities, water is non-substitutable. What is refered to is humans cannot survive without it for more than a few days. Denying individuals access to clean water owing to financial issues is ethically unacceptable, as it endangers lives.
