There is the option that for declining traffic congestion the access to free public transport 24/7 should be provided by the government authorities. I largely support this view because in this case, there will be more opportunities for people to build routs without taxi or their own cars.
One of such advantages is the turning down numbers of vehicles at roads. There is no need to have your own auto to go to work at the mornings when all buses and metro are free. There will be less cars and, as a result, traffic jams will not be so long for several kilometers. So workers, students and others do not waste a lot of time waiting when congestion is becoming lighter.
Another important benefit is reduction of accidents, especially at nights. If metro will work free and without stopping, people does not take taxes to go home lately. In this case, roads will be emptier, and drivers will not risk riding at dark. It is a question of safety because at nights, in my opinion, the most dangerous time to use vehicles. People who drive can be tired and do not see properly. So, the less cars, the less crushes.
In conclusion, I totally agree with the idea of free public transport 24/7 for civils especially in big cities and capitals. It is vital not only for refusing the traffic congestion, but also for prevention road accidents.
