It is believed that limiting the cars to enter the downtown is the most suitable way to handle of traffic issues. To some extent, i agree with this opinion because of some reasons, but i still believe that there are more negative aspects to consider.
On the one hand, there are two reasons why i agree those who think to discourage people from moving to the cities from sububs. First of all, it will really help to reduce traffic congestions in the city centers. That is to say, if government set up limit for drivers to enter to the downtown fron countrysides. This is because, if it happened, most of people will have to use public transport to travel to cities from rural areas. As a result it would be effective to number of vehicles and traffic problems in suburbs. Moreover it can salve not only traffic issues, but also will halp to dale with air-pollution. In other words, dude to limitation people will tend to travel their work by public transport, instead of driving theis cars.
On the other hand, On the other hand, certain cases need to be taken into account. Admittedly, stratification of people. That is to say, if we set up laws to cars between countryside and cities, it can make significant gap among population who live in urban and rural areas. Besides that, it can make difficulty to transport harvest from Farmlands to the suburbs. This is because most of people, especially farmers drive their cars to porous of bring their products to sell in city. Thus if we discharge from countryside to move city their vehicle. In conclusion, I have mixed opinions about the discussed topic and certain cases could be true for different circumstances. That is why holding a firm opinion about it is more difficult that it seems and balance should be the priority in my view.
