There is a view that University schooling must be accessible for everyone, while some may agree with this statement, I strongly believe that Universities should remain fee-based, as it will encourage students and cover utility bills.
Initially, providing free high education, will eventually lead to drop in literacy rates among students. Right now, grants and scholarships are awarded only to the brilliant and disciplined students, hovewer, if tuition became free of charge students will study less, knowing that their seat in the university is guaranteed and compleately complimentary. For example, in my country, Uzbekistan costless collage tuition program was launched in 2005, in the beginning great contingent of individuals registered to the collage but only 45% graduated, proving needless of this scheme.
Furthermore, most of the unversities and collages are not funded by the government and pay utility bills and wages of employees independently. By launching on the house tuition, university looses money earned by study fees, it will eventually lead to dependance on states that are unwilling to finance. For example, Central Asian University in Tashkent asked to provide free education for all from government, after two years states stopped compensating due to high demand.
In conclusion, while complimentary education offers certain benefits, I am inclined to side paid tuition, as it motivates students to master required skills and covers service charges and employee paychecks. Hence, considering balanced view including subsidized tuition and entery exams for everyone would influence applicants to study and at the same time to study at reduced tuition fees.
