Band 9: With the rise of automation, some believe governments should provide a universal basic income to all citizens, regardless of employment status. Others argue that this would disincentivize work and harm the economy. Discuss both views and give your own opinion.

The rapid advancement of automation and artificial intelligence (AI) has transformed the nature of work, leading to concerns about job displacement across various industries. This debate has prompted discussions around whether governments should implement a universal basic income (UBI) – a system where all citizens receive a regular, unconditional payment – to ensure economic stability and social welfare. While some consider UBI a necessary response to technological disruption, others argue that it could create dependency and reduce productivity.

On one hand, supporters of UBI claim that it can serve as a safety net for individuals whose jobs are replaced by machines or algorithms. With automation taking over routine or manual tasks, many workers may find themselves unemployed or forced into precarious gig work. A guaranteed income could alleviate financial stress and ensure a baseline standard of living, allowing people to focus on education, retraining, or creative pursuits. Moreover, advocates argue that UBI could stimulate the economy by increasing consumer spending, as more individuals would have disposable income to circulate in the market. Some pilot programs, such as those in Finland and parts of the United States, have shown that recipients of basic income often experience improved well-being and mental health without a significant drop in employment levels.

On the other hand, critics contend that UBI could discourage people from working, especially in lower-wage sectors, leading to decreased labor force participation. They argue that widespread reliance on government-provided income might undermine the value of work and weaken motivation to seek meaningful occupation or self-improvement. Economically, opponents also express concern about the financial burden of UBI, as funding such a program may require increased taxation or reallocation of resources from essential public services like healthcare and education. Additionally, they fear that unconditional payments could fuel inflation, diminishing the purchasing power of the very income it provides.

In my opinion, while UBI presents a promising solution to the social challenges of automation, it should be implemented carefully and in combination with other policies. Governments could design hybrid models, such as conditional or partial basic income schemes, alongside job retraining programs and incentives for entrepreneurship. This approach would preserve the dignity of work while providing security in a rapidly changing economic landscape.

In conclusion, although universal basic income has the potential to address inequality and unemployment in the age of automation, it is not a perfect solution. A balanced strategy that combines financial support with opportunities for reskilling and innovation would be the most effective way to adapt to the evolving world of work.
