Well, I believe that it may be good for children to make noise to some extent. For example, if they are in places where a lot of children are playing, it is better to make a lot of noise. However, it is better to keep quiet in places like universities, schools, or kindergartens. They shouldn't make noise in those places, as there are many students who are studying or trying their best to focus on something.
