In contrast, K-12 Education consisted of a quarter percentage in 1980 before experiencing a slight drop to 20% in 1990 and 18% in 2000. Similarly, the expense on Health and Human resources also indicated a marginal decrease from 1980 to 2000 in spite of a minor increase in 1990 to 20%. Other spendings gradually declined from 6% in 1980 to a modest 1% in 2000.
