Firsly, in 2010, spending on education and defense has dropped on 3 percent compared to the year of 2000. Among the largest areas, which are financed by government, healthcare faced a decrease only by 1 percent. As for pensions, this category remained unchanged at 19 percent.
Secondly, both welfare interest on borrowing expenditures were increased by 5 percent. Welfare spending percentage rised from 8 percent to 13 percent and interest on borrowing percentage was doubled from 5 percent to 10 percent. Lastly, spending on transport and culture and leisure fell significatly, with the transport budget declining by two thirds.
